MV Tuitui Moana Government Fleet Establishment Progress Update

The Cook Islands Government is continuing the establishment of its domestic shipping fleet, with MV Tuitui Moana progressing through the final preparations required before scheduled services to the Pa Enua commence.
Since the vessel arrived in the Cook Islands, the Ministry of Finance and Economic Management, through its Major Projects and Procurement Support Division, has advanced the regulatory, safety and operational arrangements needed to place the vessel into service. Work includes crew recruitment and familiarisation, maritime certification, safety management systems, operating procedures, passenger and freight systems, and supporting shore-based facilities.
Establishing a domestic shipping service involves considerably more than acquiring a vessel. In addition to preparing the vessel itself, Government is putting in place the operational, regulatory, and shore-based systems required to support safe, reliable, and sustainable services to the Pa Enua.
These activities form part of establishing a safe, reliable and sustainable Government-owned domestic shipping capability. The programme is being implemented in consultation with the relevant authorities, maritime specialists and service providers, with safety, compliance and service reliability guiding the transition into operations.
Crew recruitment and local capability
Recruitment has been completed for six crew members: a Captain, Chief Officer, Engineer and three Deckhands.
The three Deckhands are Cook Islanders from Pukapuka. The Captain and Engineer also already have local experience in Cook Islands waters. Recruitment is continuing for three remaining operational positions as part of the final establishment phase.
The Government remains committed to maximising employment and development opportunities for Cook Islanders while ensuring the vessel is staffed by appropriately qualified and experienced personnel who meet maritime safety and operational requirements.
The three Pukapuka Deckhands have completed internationally recognised Standards of Training, Certification and Watchkeeping for Seafarers safety requirements. Their training covered personal survival techniques, fire prevention and firefighting, elementary first aid, and personal safety responsibilities.
The training was completed with the support of Ports Authority Harbour Master John Jessie. MPPS acknowledges Mr Jessie for his assistance in helping the local crew members achieve these qualifications. Their certification is an important milestone in developing a skilled and sustainable domestic maritime workforce.
Preparing for service
MPPS Director Angelia Williams said the programme was focused on completing the systems, staffing and approvals required for domestic operations.

Subject to completion of the remaining statutory and operational requirements, MV Tuitui Moana is expected to commence service to the Pa Enua in November. Confirmed operating arrangements, voyage schedules and booking information will be released through official MFEM communication channels once the vessel is ready to enter service.
The Government's investment in a dedicated domestic shipping capability will strengthen connectivity, resilience and access to essential services across the Pa Enua. Once operational, MV Tuitui Moana will support passengers, businesses, suppliers and communities by improving supply chains and access to essential goods and services.
The fleet programme is intended to establish a long-term domestic shipping service that strengthens connections between the islands, creates maritime employment opportunities and supports economic and social development across the Pa Enua.
