The Economic Planning Division provides responsible leadership in national economic and financial management.

Public Financial Management

The PFM team monitors performance and provides budgetary and planning advice at both the national and sectoral level in order to strengthen decision making for effective financial and economic management.

A key role is the management and co-ordination of the Crown budget process in accordance with the MFEM Act. This entails coordination and formulation of budget templates for Ministries/Crown Agencies, organizing the selection of a Budget Committee, administration of Budget Committee requests, and compilation of Ministry/Crown Agency budget submissions to the Budget Committee, compiling revenue estimates, and reporting to Cabinet recommendations of the budget committee regarding Budget Submissions


The Economics team monitors economic performance and provides strategic macroeconomic and microeconomic advice at both the national and sectoral level to encourage strong economic and financial management.

  • Development of strategic fiscal and economic strategies  - Medium-term Fiscal Strategy, Economic Development Strategy and multi-sector economic regulator.
  • Macroeconomic and sectoral forecasting and analysis - Gross Domestic Product, visitor arrivals, inflation and output gap analysis.
  • Utility pricing advice - electricity, telecommunications and water sectors.
  • Telecommunications market reform - microeconomic reform opening the Cook Islands telecommunications market to competition  
  • Economic monitoring - quarterly updates on the performance of the Cook Island economy and it's key sectors.
  • Budget support - support to the MFEM Budget Team with the Crown budget process.
