𝐂𝐨𝐨𝐤 𝐈𝐬𝐥𝐚𝐧𝐝𝐬 𝐡𝐞𝐢𝐠𝐡𝐭𝐞𝐧𝐬 𝐢𝐭𝐬 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐲 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐒𝐲𝐬𝐭𝐞𝐦

Following a month of stakeholder consultations, the 𝐌𝐚𝐣𝐨𝐫 𝐏𝐫𝐨𝐣𝐞𝐜𝐭𝐬 𝐚𝐧𝐝 𝐏𝐫𝐨𝐜𝐮𝐫𝐞𝐦𝐞𝐧𝐭 𝐒𝐮𝐩𝐩𝐨𝐫𝐭 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 (𝐌𝐏𝐏𝐒), a division within the Ministry of Finance and Economic Management (MFEM) launches the review of its activity management system, the Tarai Vaka Process.


𝐄𝐬𝐭𝐚𝐛𝐥𝐢𝐬𝐡𝐞𝐝 𝐢𝐧 𝟐𝟎𝟏𝟒, the Tarai Vaka Process (TVP) is the Cook Islands National activity management system implemented to streamline planning, implementing, and monitoring projects across the Cook Islands Government. Managed by MPPS the activity management system enables transparent, efficient and effective use of taxpayer and development partner funds that align with National priorities.


𝐌𝐫𝐬. 𝐀𝐧𝐠𝐞𝐥𝐢𝐚 𝐖𝐢𝐥𝐥𝐢𝐚𝐦𝐬, 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐨𝐟 𝐌𝐏𝐏𝐒 𝐬𝐚𝐲𝐬 “Our role at MPPS is to provide support to Government wide projects. Having a system in place to support our countries activities is part of effective management, and helps to efficiently plan the utilization of our limited public resources”.


In January 2025, MPPS launched the start of their “TVP Strengthening Project”. Envisioned to continue throughout the year, the primary objective is to refresh, streamline and strengthen the entire process from Concept stage, Planning, Implementation and Completion. The launch of the TVP Strengthening Project included two weeks of key stakeholder meetings with participants from multiple divisions of government.


𝐌𝐫. 𝐆𝐚𝐫𝐭𝐡 𝐇𝐞𝐧𝐝𝐞𝐫𝐬𝐨𝐧, 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲 𝐬𝐚𝐲𝐬 “TVP has been the mandatory process for large capital funding requests since late 2020. Over the years our ministry has periodically reviewed this process to ensure it remains current and fit for purpose. This initiative to strengthen the process demonstrates continuous improvement in action”.

Through the New Zealand Ministry of Foreign Affairs and Trade funded Climate Finance Capacity Support Programme, MPPS have engaged Mrs. Ingrid van Aalst, who comes equipped with over 40 years’ experience in monitoring & evaluation throughout the Pacific. Working alongside our local TVP support team, improvements to the TVP process based on stakeholder feedback and Government objectives are planned to take place this year.


𝐌𝐫𝐬. 𝐊𝐢𝐫𝐢 𝐀𝐭𝐚𝐞𝐫𝐚, 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐨𝐟 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 & 𝐈𝐦𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧, 𝐈𝐧𝐟𝐫𝐚𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞 𝐂𝐨𝐨𝐤 𝐈𝐬𝐥𝐚𝐧𝐝𝐬 (𝐈𝐂𝐈) 𝐬𝐚𝐲𝐬 “Having the opportunity to collaborate with the TVP team on how to best manage our approach to projects is invaluable. Given ICI’s role in implementing key infrastructure projects within the Cook Islands, I’m confident that our feedback on what works well and areas for improvement in the current process are being taken into account”.
