    TA SERVICES FOR GREEN CLIMATE FUND 
    COOK ISLANDS READINES PROGRAMME (MULTIPLE)

Expressions of Interest are invited for Technical Assistance Services for the Cook Islands Readiness Programme under the Green Climate Fund (GCF).

The Office of the Prime Minister’s Climate Change Cook Islands (CCCI) Division is the Cook Islands National Designated Authority (NDA) for the Green Climate Fund. The NDA and the Ministry of Finance and Economic Management (MFEM) oversee the Cook Islands Readiness Programme under the GCF.

The following contracts are available within the NDA and MFEM to assist in developing strategic frameworks for engagement with the GCF, including the preparation of the GCF country programme and facilitating progress towards Direct Access accreditation and project proposal development.

Within the NDA (Climate Change Division of OPM)

    DEVELOPMENT PROGRAMME MANAGER

Applicants are sought for the post of Development Programme Manager (DPM). This is a full time, permanent role sitting within the Development Coordination Division (DCD) of the Ministry of Finance and Economic Management.

The DPM will be responsible for providing technical advice to government ministries and other stakeholders on development funded programmes. This is an excellent career opportunity as you will be involved in programmes of national importance, driving improved outcomes for the progression of the Cook Islands.

Extensive collaboration with a wide range of government, private sector and NGO’s is a key element to the position. Likewise, the DPM will work with cross functional teams to ensure that programmes are planned, delivered, monitored and evaluated within a strategic framework over a sustained period.

To be successful in this role, you will need to have:

  • Proven experience in the Development field;
  • Planning and organisational skills and experience;
  • A demonstrated ability to develop and manage partnerships with donors, government counterparts, the private sector and civil society;
  • Knowledge and experience in implementing development initiatives, policies and programmes; and
  • Strong verbal and written communication and negotiation skills.

Economic Statistics Manager

The Cook Islands Statistics Office (CISO) is looking for a suitably qualified and experienced person to fill the position of Economic Statistics Manager. This is a management role and the jobholder will be expected to manage and lead a team of technical statisticians and to ensure the overall quality of economic statistics produced by the CISO. A minimum of 5 years of management experience within a recognised statistical or economic institute, with proven planning and organisational skills is required to do the job.

 In addition, proven technical experience in the development and compilation of any statistical series relating to at least 2 of the following economic sectors:

-          Real Sector – National Accounts, Consumer Price Index, Employment, unemployment

-          Fiscal Sector - Central and General Government accounts following GFSM2014 standards, Taxation

-          Financial Sector - Depository corporations survey following FMSM2001 standards, Broad and narrow money, Net external position, domestic credit, Interest rates

-          External Sector – Merchandise Imports and exports, Balance of Payments, Gross National Income
