Japan - Grant Assistance of Grassroots Human Security Project (GGP)

Japan’s Grant Assistance of Grassroots Human Security Projects (GGP) fund aims to provide assistance for self-supporting socio-economic development activities that benefit sectors at the grassroots level in the Cook Islands. The Embassy of Japan in New Zealand accepts applications from the following organisations in the Cook Islands:

  • Non-Government Organisations (NGOs);
  • Local Government Units (LGUs); and
  • Public schools, Educational, Research and Medical Institutes.

Japan’s GGP grant is capped at 10 million Japanese yen (approximately NZ$ 156,000 in FY 2014) per project.

To make an initial submission, a Request Paper Format can be sent directly to the Embassy of Japan in New Zealand. The Embassy of Japan accepts request papers on a year-round basis. If the project request paper is accepted after screening the proponent, then a full project proposal must be submitted to the Embassy according to the GGP application format along with the necessary information and/or documents.

Please read the GCGP guidelines carefully; VAT, customs and duties are not eligible in the grant and must be covered by the recipient organisation/group.

Please contact Development Coordination Division (MFEM) to discuss the VAT scheme for ODA funded small grant programmes such as this.

All Cook Islands Government Agencies inclusive of SOE's are encouraged to aligned project proposal to national priority areas in the National Sustainable Development Plan.

Please note that Japan's Financial year begins on the 1st of April and ends on the 31st of March. All projects must be completed within this timeframe, if an applicant is unable to do so then they must submit a proposal to complete, funds will not be carried forward.
